Your site shows the user's Steam inventory with deposit prices. The user picks skins and accepts a Steam trade offer. When the trade is settled, the deposit value is credited to your SkinsNode balance.
Your platform does. Deposits are credited to your SkinsNode balance, not paid out to the Steam user. How you reward the user on your site is up to you.
CS2 trades are covered by Steam Trade Protection. A deposit stays pending during that period and is added to your available balance once the trade is settled. If Steam reverses the trade, the pending deposit is canceled.

There are no monthly fees. Withdrawals are paid from your prepaid balance only after the order completes, and deposit prices are shown per skin before the user accepts the trade.
